Planning, Monitoring, and Evaluation Unit
The Planning, Monitoring, and Evaluation Unit (PMEU), also known as the Strategic Management Office (SMO), serves as the strategic think tank of the Medical Stores Department (MSD). It drives institutional performance, strategy execution, and innovation through data-driven analysis, strategic planning, risk management, and continuous evaluation of MSD’s operations.
As the nerve center for corporate strategy, the PMEU ensures that MSD’s objectives, activities, and resources align with national priorities and the Department’s long-term vision. The unit oversees the development and implementation of the Strategic Plan, monitors organizational performance through defined Key Performance Indicators (KPIs), and provides management with insights that facilitate evidence-based decision-making.
The PMEU is also responsible for coordinating research, investment analysis, and risk assessments to ensure strategic initiatives are effectively implemented and sustained. Its multidisciplinary team—comprising pharmacists, financial analysts, supply chain specialists, statisticians, economists, and risk analysts—supports the institution in delivering high-impact, measurable outcomes across its operations.
By institutionalizing performance culture and accountability, the PMEU strengthens MSD’s efficiency, governance, and resilience. Its leadership in strategic monitoring and evaluation ensures that the Department continues to deliver quality, reliable, and sustainable healthcare supply chain services across Tanzania.
