Planning, Monitoring, and Evaluation Unit (PMEU), also known as the Strategic Management Office (SMO), is the Medical Stores Department (MSD) ‘s central hub for Performance Analysis and Management, Strategic Initiatives, Risk Management, Investment, Research, Advisory, and Executive Reporting.

As MSD's think tank, SMO oversees and advises on the institution’s strategic direction, suggesting interventions and engagement with various stakeholders, including reform strategies, business process re-engineering, investment models, and resource mobilization.

Operationally, the SMO team is responsible for data validation, producing quarterly, semi-annual, and annual performance reports, and following up daily on Key Performance Indicators (KPIs) that gauge the efficiency of each unit and zone. These efforts ensure alignment with organizational goals and provide a framework for data-driven decision-making at every level while considering stakeholders’ expectations.

In addition to performance management, SMO oversees the development of the Strategic Plan, conducts evaluations of the Strategy, including the risks that may delay the achievement of the organization’s objectives, and provides insights and expertise on various projects and initiatives undertaken across the institution. By offering strategic insights and facilitating ongoing evaluations, the department is vital in advancing organizational efficiency, fostering a culture of excellence, and supporting the institution's mission to deliver quality services effectively.

SMO team brings together a diverse range of expertise, including pharmacists, financial analysts, supply chain specialists, statisticians, economists, change management specialists, and risk analysts, enabling a comprehensive and multidisciplinary approach to planning, implementation, and evaluation.
