Dr. Rukia Mwifunyi holds a Bachelor’s and Master’s degree in Telecommunication Engineering from the University of Dar es Salaam, awarded in 2010 and 2013, respectively. She began her academic career at the University of Dodoma (UDOM) in 2011 as a Tutorial Assistant in the College of Informatics and Virtual Education, advancing to the role of Assistant Lecturer in 2013. From 2013 to 2016, Dr. Mwifunyi served as the Head of Multimedia and Content Development at UDOM.

Dr. Mwifunyi pursued her PhD in Computer and IT System Engineering at the University of Dar es Salaam, focusing on the application of Artificial Intelligence to improve fault management and enhance the reliability of electrical power systems. She has contributed to several impactful projects, including "Applying Mobile Technology for Medical Drugs Verification in Tanzania" and more recently, "AI for Maternal Health Risk Stratification" and "Enhancing Beverage Value Chains Using Mobile Payment Systems in Tanzania."

Her current research interests span the Internet of Things (IoT), self-healing systems, reinforcement learning, and optimization techniques. Dr. Mwifunyi currently holds the position of Head of the Admission Department at the University of Dodoma and serves as a Board Member at the Medical Store Department (MSD).

Dr. Rashid Mfaume is a highly experienced Public Health Specialist with 19 years of expertise in Primary Health Care. He currently serves as the Director of Health, Social Welfare, and Nutrition Services at the President's Office, Regional Administration, and Local Government. Dr. Mfaume holds a Doctor of Medicine degree, a Master of Public Health, and a Master of Business Administration, reflecting his strong academic foundation and commitment to public health.

With seven years of experience in Regional Health Management and twelve years as a District Medical Officer, Dr. Mfaume possesses a deep understanding of healthcare challenges and solutions across multiple levels of the health system. His extensive career has been marked by significant contributions to strengthening the Primary Health Care system in Tanzania, with a focus on improving accessibility and quality of care.

Additionally, Dr. Mfaume serves as a Member of the Board of Trustees for the Medical Stores Department (MSD), where his leadership and expertise continue to impact the public health landscape in Tanzania. His work has been instrumental in advancing the country's public health initiatives, improving healthcare delivery, and fostering sustainable health systems.

Dr. Ritah Mutagonda

Dr. Ritah Mutagonda is an experienced pharmacist and senior lecturer at Muhimbili University of Health and Allied Sciences (MUHAS), where she currently serves as the Acting Dean of the School of Pharmacy. With over two decades of experience in academia, research, and professional training, she has been instrumental in advancing pharmaceutical education and promoting research on drug effectiveness, safety, and regulation. As a researcher, she has published several papers in peer-reviewed international journals.

Dr. Mutagonda has led and facilitated various capacity-building initiatives, including training programs on clinical pharmacy services, ethical and clinical trial guidelines, and pharmacovigilance. She has also contributed to the development of Tanzania’s National Pharmacovigilance Roadmap, reviewed the HIV Patient Monitoring System, and played a key role in designing pharmacovigilance training curricula.

Dr. Mutagonda holds a Ph.D. in Clinical Pharmacology and a Master’s in Research in Pharmacology and Therapeutics from MUHAS. She has specialized training in Good Clinical Practice (GCP) inspection, providing her with expertise in the ethical and regulatory aspects of clinical research.

Dr. Mutagonda serves as a Board Member of the Pharmacy Council of Tanzania. Her leadership and expertise continue to shape pharmaceutical governance, regulatory compliance, and healthcare policy in Tanzania.

Mr. Ali Selemani is an Audit Partner at BDO East Africa, based in Tanzania, with a wealth of experience both locally and internationally. He brings over 20 years of expertise in audit, risk management, advisory, and internal control reviews, having held prominent roles across leading organizations.

Ali’s career includes valuable experience at Deloitte East Africa in Tanzania and Deloitte’s Montreal office in Quebec, Canada. He has worked in various positions, including Audit Associate, Audit Senior, and Audit Manager. Additionally, Ali served as the Director of Finance and Administration, as well as the Director of Internal Audit at UTT Microfinance Plc. Most recently, he spent over six years as a Senior Manager at KPMG in Tanzania before joining BDO East Africa in August 2023.

A Certified Public Accountant (CPA) in Public Practice, Mr. Ali has provided audit and advisory services to both private and public sectors across diverse industries. His extensive background has also made him a trusted mentor, delivering over 30 professional presentations to accounting and insurance sector professionals.

Mr. Ali is actively involved in leadership roles, having served on the Board of Directors for National Construction Company, where he chaired the Audit Committee.

Ali holds a Bachelor of Commerce degree, specializing in Accounting, from the University of Dar es Salaam. In November 2024, he obtained a Directorship Certification from the Institute of Directors and continues to contribute to the accounting and corporate governance communities.

Rosemary is an experienced public health professional with a rich and diverse background in pharmacy, procurement, supply chain management, and business management. With over 20 years of experience, she has made significant contributions to various health sector programs across mainland Tanzania and Zanzibar. Her expertise spans multiple areas, including HIV care and treatment, malaria, maternal and newborn health, laboratory services, Accredited Drug Dispensing Outlets (ADDO) programs, nutrition, supply chain, and procurement.

Throughout her career, Rosemary has played a pivotal role in key health initiatives, such as the formation and institutionalization of the AIDS Trust Fund through the Health Policy Plus project and the development of a pharmacy model for the HIV electronic commodity management tool.

Her leadership and management experience are extensive. Rosemary has held senior positions, including Program Director at the Clinton Health Access Initiative, Technical Director at the JSI Deliver Project, Country Coordinator at the Health Policy Plus project, and CEO at COUNSENUTH. She has also demonstrated significant expertise in auditing procurement processes for health and non-health products, ensuring compliance with regulations and policies to promote fair and transparent practices.

Additionally, Rosemary has profound knowledge of logistics and supply chain systems, having assessed these systems at all levels, identifying risks, and proposing actionable solutions. She has supported Global Fund portfolios in Zambia, Nigeria, Mauritius, and Angola.

Currently, Rosemary serves as the Chairperson of the Board of Directors at the Medical Stores Department. She holds a Bachelor of Pharmacy from JSS College in India, an Advanced Diploma in Procurement and Supply from the Chartered Institute of Purchasing and Supply (CIPS), UK, and an MBA from the Eastern and Southern Africa Management Institute (ESAMI). Rosemary is an active member of the Institute of Directors and holds a Mastery Certification.
