Expanding Access to Health Commodities Across Africa

The Regional Markets Unit at MSD is at the forefront of expanding access to quality and reliable health commodities across regional markets, aligning with MSD’s mission to provide accessible health commodities within and outside Tanzania borders. Our focus is on strengthening partnerships, driving operational efficiency, and enhancing service delivery to meet the evolving needs of stakeholders in the SADC and EAC regions, and beyond.

SADC regional market

In 2018, the SADC Secretariat signed a Memorandum of Understanding with MSD establishing a legal framework for the operationalization of the SADC Pooled Procurement System (SPPS).

This initiative aims to procure health commodities for sixteen SADC member states, comprising over 360 million citizens.

MSD, as the lead implementer since 2018, has procured health commodities on behalf of SADC member states leading to cost savings, led the prioritization process of key products identified for pooled procurement and developed the digital platform eSPPS to support order management.

Looking ahead, MSD will continue to act on behalf of the United Republic of Tanzania to host the SPPS. In addition, MSD will continue to work with all SADC member states to operationalize pooled procurement and also engage through bilateral mechanisms. 

EAC Pooled Procurement Mechanism

MSD has been a key contributor to the development of the EAC Pooled Procurement Mechanism (EAC PPM).

  • MSD has engaged in the design of the digital platform that has enhanced information sharing among EAC partner countries.

  • MSD has actively contributed towards the formulation of the governing framework and its operationalization model for the EAC PPM.

During the information-sharing phase, MSD aims to support member countries by ensuring that essential health commodities frequently out of stock are readily available. Moreover, MSD remains committed to strengthening regional healthcare supply chains by fostering knowledge-sharing initiatives through structured exchange programs.

MSD was established for the purpose of production, procurement, storage, and distribution of approved health commodities required for use by health facilities. In living this mission, we ensure that health commodities in Tanzania are accessible, reliable, and affordable but also delivered on time at all health facilities in Tanzania and beyond.
